Meet the Attorneys
Richard H. Stuart, P.C. is small law firm based in Westmoreland County, Virginia. The law firm was opened in 1993, and has been serving the needs of Westmoreland and the surrounding counties, including: Richmond, Northumberland, Essex, Caroline, King and Queen, King George, Spotsylvania, and the City of Fredericksburg.
In August of 2024, Richard’s daughter, Mary, joined the practice after she graduated from Law School. Both Richard and Mary are ready to help you with any of your legal needs.

Richard H. Stuart, Sr.
Richard Stuart, Sr. is the founding member of the law firm. Richard graduated from the University of Richmond’s T.C. Williams School of Law in 1991. He opened this practice in 1993. Since then, he has been serving the needs of Westmoreland and the surrounding counties. He has extensive trial experience for both criminal and civil litigation. In 2004 Richard was elected to serve as the Commonwealth’s Attorney for Westmoreland County. This experience provided him with valuable training for criminal defense.
Richard is also a Virginia State Senator. Richard was elected to his first term in 2008, and continues to serve in the General Assembly, representing the 25th district. During session (January - March) each year, Richard is in Richmond participating in the Virginia General Assembly.
Richard specializes in local government law, land use and criminal defense. He currently serves as the County Attorney for Westmoreland County, and the Interim County Attorney for King George County. Richard is a member of the Virginia State Bar, the Northern Neck Bar Association, and he is admitted to practice in the Commonwealth of Virginia.

Mary Stuart Pelletier
Mary Pelletier is a 2024 graduate from the George Mason University, Antonin Scalia Law School. During Law School Mary was a member of the Trial Advocacy Association, Moot Court Board and President of the Student Bar Association.
Prior to Law School, Mary attended the University of Virginia, and received highest distinction on her Bachelor of Arts degree. She joined the law firm in August of 2024.
Mary is a member of the Virginia State Bar, the Northern Neck Bar Association, and she is admitted to practice in the Commonwealth of Virginia.

Gregory M. Pelletier
Gregory Pelletier advises clients on a variety of civil matters including contract disputes, real estate and land-use issues, construction disputes, and landlord/tenant issues. Gregory received his juris doctorate from the Antonin Scalia Law School at George Mason University. During law school, he served as Vice President of the Trial Advocacy Association, was a published member of the Journal of Law, Economics & Policy, and he volunteered at the Veterans and Servicemembers Pro Bono Legal Clinic. Upon graduating, Gregory earned the Virginia Trial Lawyers Association’s Award for demonstrating excellence in trial advocacy.
Before joining RHSPC, Gregory worked for a mid-sized law firm in Fredericksburg, Virginia. Prior to law school, Gregory worked for a public affairs consulting firm in Washington, DC that specializes in strategic communication and business development. Gregory received his undergraduate degree in Communications, Law, Economics, and Government.
Gregory is a member of the Virginia State Bar, the Fredericksburg-Area Bar Association, the Northern Neck Bar Association, and he is admitted to practice in the Commonwealth of Virginia.
